- Entities that owned or leased a vessel that was Home Ported in the Gulf Coast Areas between April 20, 2010 and April 16, 2012 or landed seafood in the Gulf Coast Areas between April 20, 2009 and April 16, 2012.
- An Individual or Entity that owned or leased real property in the Gulf Coast Areas between April 20, 2010 and April 16, 2012.
